President Joe Biden whispered again during a speech Tuesday in La Crosse, Wisconsin, and it was as creepy as ever.

Now: Biden was on stage talking up infrastructure spending at a more or less normal volume when he suddenly leaned into the microphone and, in a hushed tone, said, “Hey, guys …”
Then: Biden last week startled America in similar fashion, repeatedly giving whispered answers to reporters’ questions about his tenuous bipartisan infrastructure deal.

While Biden’s speaking struggles have raised questions of cognitive decline, the stage whisper is apparently something Biden has been doing for years.
